Policy management — the estate's governance verb. list and download are open
(read-only): download returns the uuid-CARRYING yaml — edit that and upload to
EDIT in place (genesis-then-edit; a uuid-free upload authors a NEW policy).
upload (with optional dry_run), enable, and disable change policy.
Refusals are self-documenting. Every change lands on the policy ledger with full
history.
